Rector’s Scholarship for the Best Students is granted to students who have finished the first year of studies and have obtained a high average grade for that year or have significant academic, artistic or sports achievements in competitions in international or national competitions in accordance with the UO Rector’s Scholarship Criteria. The scholarship is granted only to students who apply for it. Applications for the scholarship should be submitted at a given Dean’s Office by October, 15.

Rector’s Scholarship for the Best Students is earmarked for 9.5% of students of every field of study – all years and both full-time and part-time programmes taken together but separately for each level of studies. The minimum GPA is 4.00.
The Rector’s scholarship may not be granted to:
- Students who after graduating from one degree programme continue studying on another programme, unless they study a graduate programme (MA) after they have finished an undergraduate programme (BA) but not longer than for three years. Students already holding an MA degree or equivalent and students holding a BA degree and starting a new BA degree programme are not eligible for the rector’s scholarship.
- Students who repeat a semester or a year.
- Students who did not finish the previous year, except for students of the first year of the second cycle studies.
- Students on the leave of absence.
- Students who have been punished.
